Cabinet minister Bruce Billson has told constituents in a newsletter that there are ‘no clear winners’ in the budget.

A federal cabinet minister says there are “no clear winners” in the Abbott government’s first budget.

Small Business Minister Bruce Billson says in his regular Billson’s Biz newsletter that the budget delivered on May 13 had proven to be one of the “biggest tests and biggest achievements” for the government to date.

While it had taken big steps to achieve the coalition’s key election promises “there are no clear winners in the 2014/15 budget”, he writes.

But he says small business benefited from funding for the Small Business and Family Enterprise Ombudsman, action on unfair contracts and new Commonwealth procurement contracting arrangements.

Mr Billson said that during a visit to the Queensland seat of Hinkler last week small business operators had raised the issues of penalty rates, access to finance, red tape and the GST threshold on on-line purchases.
